NOTES AND ABBREVIATIONS.

1. All names in Part II are arranged alphabetically, and where there are more than one of the same name they appear according to priority of service.

2. An asterisk (*"> before a name indicates that the officer attained the rank of brigadier or major-general either by regular or brevet commission in the regular or volunteer forces.

3. Following the name of each officer will be found, first, the State or country where born, and, second, the State from which originally appointed, but when this appears only once it indicates the State whence appointed, the place of birth not being known.

4. Cadet M A in bold-face type indicates that the officer graduated at the United States Military Academy; the adjoining date when he entered that institution ; the figure in parentheses his standing in the graduating class, and his first appointment the date of his graduation, except in the class of 1901, which wae graduated Feb- ruary 18, and were commissioned in the Army to rank from February 2, 1901.

5. All data relating to appointments or commissions has been obtained from original records of the War Department, supplemented from other authentic sources, or supplied by living officers or the families of those deceased.

6. No record is herein given of appointments or commissions that were not accepted. Such as were declined, revoked, or canceled, and under which no service was rendered, have been omitted.

7. All commissions, appointments, promotions, casualties, etc., have been added or revised up to the time each page was put in type.

8. A work of this dimension, covering so long a period, although compiled and revised with the utmost care, will doubtless contain some errors or omissions, and the compiler will take it kindly to be informed of any that may be discovered.

From the close of the revolutionary war to September, 1789, there was practically no United States Army. A regiment of infantry and a battalion of artillery in all, about 700 officers and men were retained at the close of the war to guard public stores and property and to occupy posts vacated by the British on the northwest boundaries of the United States. By act of Congress of June 3, 1784, it was resolved, "As it appears absolutely necessary to have 700 noncommissioned officers and men, properly officered, it is recommended to the following States, as most convenient to the posts shortly to be vacated by the British, to furnish from their militia: Connec- ticut, 165; New York, 165; New Jersey, 110; Pennsylvania, 260, to serve twelve months, unless sooner discharged."

The troops thus provided for were formed into a regiment, consisting of eight com- panies of infantry and two companies of artillery, under the command of Lieut. Col. Josiah Harmar.

By subsequent legislation slight changes were made in the number and organiza- tion of the troops, and the reenlistment of the 700 men engaged under the resolution of April 12, 1785, was authorized by Congress October 3, 1787. This force, then con- sisting of a battalion (four companies) of artillery and a regiment (eight companies) of infantry, was, by the act of September 29, 1789, "recognized to be the establish- ment for the troops in the service of the United States."

No appointments or commissions had been issued by the General Government, the officers holding their appointments from the States which had furnished the quota. The officers retained in service were all commissioned as of the United States Army from September 29, 1789.

Everything relating to the appointment of officers was destroyed by the burning of the War Department, November 9, 1800. It therefore became necessary, in order to supply the missing links, to search the Executive Journals of the United States Sen- ate, pay accounts in the Treasury Department, old manuscript registers in the posses- sion of 'families or descendants of deceased officers, etc. In brief, neither labor nor expense has been spared in securing the most reliable information possible in the effort to produce this compilation, in the hope that it may be a standard and reliable work of reference.

ADJUTANT-GENERAL'S DEPARTMENT.

The Adjutant-General's Department eo nomine was first established under the act of March 3, 1813.

From the disbandment of the Army in 1783 until the act of March 3, 1791, there was no regular Adjutant-General. The act of March 5, 1792, provided for an adju- tant who should also do duty as inspector, and this dual function continued until the reorganization of the Army in 1821, which abolished the office of Adjutant and Inspector-General. This act, in effect, reduced the Adjutant-General's Department to one officer. There appears to have been no change in the legal status of the Department from that date to 1838, when, by the act of July 5 of that year, the Presi- dent was empowered to appoint as many assistant adjutant-generals, not exceeding six, as he might deem necessary.

a General Pike was killed, after the capture of York, Upper Canada, by the explosion of a magazine April 27, 1813. From this time until May 19, 1814, the office remained vacant, the act of March 3, 1813, having been construed to the effect that'there could be but one Adjutant and Inspector-General, who must either be an officer appointed and confirmed to that office, or else be a brigadier-general espe- cially designated by the President to perform the functions. The affairs of the office were mean- while administered by Maj. C. K. Gardner, Assistant Adjutant-General, until December 30. 1S13, and from that date to May 28, 1814 (with the exception of the brief term of service of General Winder), by Col. J. De B. Walbach, Adjutant-General, who was relieved at that date by Maj. John R. Bell, assist- ant inspector.

ft General Parker was appointed Paymaster-General June 1, 1821. By general orders of that date from Headquarters of the Army, Lieut. E. Klrby, aid-de-camp, was directed to perform the duties of Adjutant-General of the Army until further orders.

c Colonel Gadsden's appointment was not confirmed by the Senate, and his commission expired March 22, 1822. On the following April 12 the President renominated him for the office, but the Senate adhered to its original determination.

INSPECTOR-GENERAL'S DEPARTMENT.

The Inspector-General's Department was first established under the act of March 3, 1813, with an organization of eight inspectors-general and sixteen adjutants-general.

The office of Inspector-General dates from December 13, 1777, although Lieutenant- Colonel de la Balme, a French officer of cavalry, was appointed by Congress July 8, 1777, Inspector-General of Cavalry; and on August 11 M. du Coudray, a French artillery officer, was appointed Inspector-General of Ordnance and Military Manu- factures. The Continental Congress resolved that two inspectors-general be appointed, and Brig. Gen. Thos. Con way was elected, but the other was not chosen.

JUDGE-ADVOCATE-GENERAL'S DEPARTMENT.

The offices of "Judge-Advocate-General" and " Judge- Advocate of the Army" (the first named created in 1775, when William Tudor, a law pupil of John Adams and a leading counselor of Boston, was elected to that position) lapsed in 1802, the act of March 16, of that year, limiting the line of the Army to three regiments. The last named was revived by the act of January 11, 1812, and again discontinued on the reorganization of the Army in 1821. The act of March 2, 1849, authoiized the President to appoint a suitable person as Judge- Advocate of the Army. The Bureau of Military Justice was created June 20, 1864, but by the act of July 5, 1884, it was, with the Corps of Judge- Advocates, consolidated under the title of " Judge- Ad vocate-Oeneral's Department."

QUARTERMASTER'S DEPARTMENT.

The earliest legislation relating to the Quartermaster's Department dates from June 16, 1775, when Congress "resolved that there be one Quartermaster-General for the

§rand Army and one deputy under him for the separate army," and May 14, 1777, ongress adopted regulations for the guidance of the Quartermaster-General and his assistants. "

July 15, 1780, Congress resolved that there be one Quartermaster-General and one assistant quartermaster-general, to be appointed by Congress, and one deputy quar- termaster for each army, to be appointed by the Quartermaster-General, and promul- gated a code of regulations for the government of the Quartermaster's Department.

July 25, 1785, the "Department of Quartermaster-General" ceased to exist.

The Quartermaster's Department, eo nomine, was first organized under the act of March 28, 1812.

«The act of March 3, 1799, provided that there shall be a Quartermaster-General with the rank, etc., of a major-general. None was appointed to that grade.

SUBSISTENCE DEPARTMENT.

The earliest legislation relative to the subsistence of the Army is found in the resolution of the Continental Congress dated June 16, 1775, creating the office of Commissary-General of Stores and Provisions. The range of duties of that office was so extensive that much dissatisfaction prevailed with respect to the administration of the affairs of the department, and Congress, June 10, 1777, instituted a new sys- tem, creating two great branches one under a Commissary-General of Purchases and the other under a Commissary-General of Issues, the former, by resolution of June 11, "to keep his office in the place where Congress shall sit."

The act of April 14, 1818, first created the office of Commissary-General, the incumbent to be appointed as soon as the state of existing contracts for the sub- sistence of the Army would permit.

MEDICAL DEPARTMENT.

July 27, 1775, Congress created a Hospital Department for the Army, its chief being designated as Director-General and Chief Physician. By the resolution of April 7, 1777, Congress adopted the scheme for a Medical Department prepared by the Army Medical Committee of Congress, based on the organization of the British service, and accepted because it was so; for, as General Washington said, "The num- ber of officers mentioned in the inclosed plan, I presume, are necessary for us, because they are found so in the British hospitals."

For some years subsequent to the close of the Revolutionary war the Army con- sisted of troops enlisted for short terms of service, with no provision for medical service other than that afforded by regimental medical officers. The act of March 16, 1802, allowed 2 surgeons and 25 mates as the peace establishment, and by the act of April 12, 1808, the President was authorized to appoint such number of hospital surgeons and surgeons' mates as the service might require. There was, however, no provision made for a chief of the Department until, under the act of March 3, 1813, the office of Physician and Surgeon-General was created; but the act of April 14, 1818, gave to the Medical Department, for the first time in its history, a permanent chief under the title of "Surgeon-General."

PAY DEPARTMENT.

The earliest legislation creating a Pay Department is the resolution of the Con- tinental Congress, June 16, 1775, which provided for a Paymaster-General and a deputy under him, for the Army, in a separate department.

The Revolutionary Army was disbanded November 3. 1783, but Paymaster-General Pierce was continued in service settling his accounts and as commissioner for settling the accounts of the Army. The two offices were united by the resolution of March 23, 1787, and after the death of John Pierce, in 1788, the duties of the office of Paymaster-General were administered by Joseph Howell, jr., Commissioner of Army Accounts, until the appointment of a Paymaster of the Army, May, 1792.

The Pay Department, by that name, was first organized under the act of April 24, 1816, but a Paymaster for the Army "to reside near the headquarters of the troops of the United States" had been authorized by the act of May 8, 1792.

CORPS OF ENGINEERS.

The earliest records relative to what is now known as the Corps of Engineers are very incomplete, but the journals of the Continental Congress indicate the gradual development of the corps under the peculiar conditions then existing. Thus, on June 16, 1775, the day before the battle of Bunker Hill, one chief engineer and two assistants were authorized for the "Grand Army," and one chief engineer and two assistants "in a separate department."

The first formal establishment of a Corps of Engineers dates from March 11, 1779. The corps was disbanded in November, 1783, but partially revived May 9, 1794, and perfected by the act of March 16, 1802. In the earlier period of its organization the duties now pertaining to the Corps of Engineers were divided between two different branches, but although, as early as July 25, 1777, a "geographer and surveyor of the roads" was authorized, the special functions of topographical engineers were not specifically provided for until the act of March 3, 1813, authorizing eight topographical engineers and eight assistants. In August, 1818, a separate Topograhical Bureau was established in the War Department, under the immediate direction of the Secretary of War and the Chief Engineer. June 21, 1831, the Topographical Bureau was con- stituted by the Secretary of War a distinct bureau of the War Department; and by the act of July 5, 1838, an independent corps of topographical engineers was created. It was abolished by the act of March 3, 1863, and merged into the Corps of Engineers.

ORDNANCE DEPARTMENT.

May 27, 1775, Congress appointed a committee to consider ways and means to sup- ply the colonies with ammunition and military stores, and the British Government having prohibited the exportation of arms and ammunition to any of the plantations the Congress authorized the exportation of produce in all vessels importing munitions of war.

While, July 16, 1776, a Commissioner of Artillery Stores was appointed (April 11, 1777, styled Commissioner-General of Military Stores) the business of procuring arms and ammunition was conducted by a secret committee and the Board of War.

The act of April 2, 1794, authorized the President to appoint an officer whose duty, under the Department of War, was to superintend the receiving, safe-keeping, and distribution of military stores.

The Ordnance Department was first established under the act of May 14, 1812. It was not provided for in the reduction of the Army March 3, 1815; but the act of April 24, 1816, provided that it be continued as organized under the act of February 8, 1815.

By the act of March 2, 1821, the Ordnance Department, as an independent bureau, was "abolished and merged in the artillery. The President was authorized to select such artillery officers as might be necessary to perform ordnance duties, and to each regiment of that arm one supernumerary captain was attached for ordnance duty.

The Department was reorganized on an independent footing by the act of April 5, 1832.

SIGNAL CORPS.

The Signal Corps owes its origin to Maj. Albert J. Myer, who entered the Army in 1854 as an assistant surgeon, and whose active interest in sign language was manifested by its development, in 1856, into a system of signal communication which, attracting at first little or no attention, was two years later submitted to a military board con- vened for its consideration. It was not, however, until June 21, 1860, that Congress authorized the addition to the staff of the Army of one signal officer with the rank and pay of a major of cavalry. The "Signal Corps" was organized by the act of March 3, 1863.

RECORD AND PENSION OFFICE.

A bureau of the War Department created by the act of Congress approved May 9, 1892. It is charged by law with the custody of the military and hospital records of the volunteer armies, and has jurisdiction of all business of the War Department relating to disbanded volunteer armies and the organizations, officers, and enlisted men composing them, and it also has charge of the publication and distribution of the Official Records of the War °f the Rebellion.

The archives of the office include all military records of the Revolutionary War, the records of all organizations of disbanded volunteers or militia that have been in the military service of the United States since the Revolutionary War, the records of the Provost-Marshal-General's bureau, the records of the Bureau of Refugees, Freed- men, and Abandoned Lands, the Confederate records, including those pertaining to the legislative, executive, and judicial branches of the Confederate Government.

The office was originally organized July 8, 1889, as a division in the office of the Secretary of War, and so remained until it was established as a separate bureau of the War Department by the act of May 9, 1892.

HOWARD, and to the officers and soldiers of the Army of the Potomac, for the skill and heroic valor which at Gettysburg repulsed, defeated, and drove back, broken and dispirited, the veteran army of the rebellion, the gratitude of the American people and the thanks of their representatives in Con- gress are likewise due, and are hereby tendered, to Major-General WINFIELD S. HANCOCK, for his gal- lant, meritorious, and conspicuous share in that great and decisive victory.

That the thanks of Congress be, and they are hereby, presented to Major-General WILLIAM HENRY HARRISON, and ISAAC SHELBY, late governor of Kentucky, and, through them, to the officers and men under their command, for their gallantry and good conduct in defeating the combined British and Indian forces under Major-General Proctor, on the Thames, in Upper Canada, on the 5th day of October, 1813, capturing the British army, with their baggage, camp equipage, and artillery; and that the President of the United States be requested to cause two gold medals to be struck, emblematical of this triumph, and presented to General HARRISON, and ISAAC SHELBY, late governor of Kentucky.

That the gratitude of the American people and the thanks of their representatives in Congress are due, and are hereby tendered, to Major-General JOSEPH HOOKER and the officers and soldiers of the Army of the Potomac for the skill, energy, and endurance which first covered Washington and Baltimore from the meditated blow of the advancing and powerful army of rebels led by General Robert E. Lee; and to Major-General GEORGE G. MEADE, Major-General OLIVER O. HOWARD, and the officers and soldiers of that army for the skill and heroic valor which at Gettysburg repulsed, defeated, and drove back, broken and dispirited, beyond the Rappahannock, the veteran army of jhe rebellion.

That the thanks of Congress be, and they are hereby, given to Major-General JACKSON, and, through him, to the officers and soldiers of the Regular Army, of the militia, and of the volunteers under his command, the greater proportion of which troops consisted of militia and volunteers sud- denly collected together, for their uniform gallantry and good conduct, conspicuously displayed against the enemy from the time of his landing before New Orleans until his final expulsion therefrom; and particularly for their valor, skill, and good conduct on the eighth of January last in repulsing, with great slaughter, a numerous British army of chosen veteran troops when attempting, bv a bold and daring attack, to carry by storm the works hastilv thrown up for the protection of New Orleans, and thereby obtaining a most signal victory over the enemy with a disparity of loss on his part unexampled in military annals. * * * That the President of the United States be requested to cause to be struck a gold medal, with devices emblematical of this splendid achievement, and presented to Major-General JACKSON as a testimony of the high sense entertained by Congress of his judicious and distinguished conduct on that memorable occasion.

15. That Congress deems it just and proper to enter upon its records a recognition of the eminent and patriotic services of the late Brigadier-General NATHANIEL LYON. The country to whose services he devoted his life will guard and preserve his fame as a part of its. own glory.

That the thanks of Congress are hereby given to the brave officers and soldiers who, under the command of the late General LYON, sustained the honor of the flag and achieved victory against overwhelming numbers at the battle of Springfield, in Missouri; and that, in order to commemorate an event so honorable to the country and to themselves, it is ordered that each regiment engaged shall be authorized to bear on its colors the word "Springfield," embroidered in letters of gold. And the President of the United States is hereby requested to cause these resolutions to be read at the head of every regiment in the Army of the United States.

That the President of the United States be, and he is hereby, requested to cause to be struck a gold medal, with devices emblematical of the series of brilliant victories achieved by the army, and pre- sented to Major-General WINFIELD SCOTT, as a testimony of the high sense entertained by Congress of his valor, skill, and judicious conduct in the memorable campaign of eighteen hundred and forty- seven.

21. That the thanks of Congress are hereby tendered to Major-General PHILIP H. SHERIDAN, and to the officers and men under his command, for the gallantry, military skill, and courage displayed in the brilliant series of victories achieved by them in the valley of the Shenandoah, and especially for their services at Cedar Run, on the nineteenth day of October, eighteen hundred and sixty-four, which retrieved the fortunes of the day and thus averted a great disaster.

BATTALION OF ARTILLERY.

( Four companies. ) September 29, 1789, to May 9,, 1794.

One of these companies (Captain Doughty's) was retained in service from the Revolutionary Army; one other company (Captain Douglass's) was raised in Penn- sylvania as part of that State's quota under resolve of Congress June 3, 1784; the two companies forming part of the infantry regiment under the command of Lieut. Col. Josiah Harmar. The other two companies were organized under the resolve of Congress of October 20, 1786, and the four companies were formed into a battalion under the command of Maj. John Doughty. By the act of September 29, 1789, this battalion was recognized as part of the establishment for the troops in the service of the United States.

On September 4, 1792, under the act of March 5, 1792, one company was assigned to each of the four sublegions into which the army was organized, and under the act of May 9, 1 794, the Corps of Artillerists and Engineers authorized by that act was incorporated with this battalion, and the whole thereafter designated as the Corps of Artillerists and Engineers.

Organized under the act of May 9, 1794, and incorporated with the preceding battalion of artillery, the whole to consist of four battalions of four companies each. The organization of the Corps of Artillerists and Engineers marked an important epoch in the military policy of the Government the setting apart a portion of the Military Establishment for the duty, more particularly, of defending an extensive seacoast. The act of March 3, 1799, provided for placing the Corps and the Regi- ment of Artillerists and Engineers upon the same footing, and thereafter this organi- zation was designated as the "First Regiment of Artillerists and Engineers." On April 1, 1802, under the act of March 16, 1802, the Artillerists and Engineers as a combined arm disappeared, and from the two regiments was formed the "Regiment of Artillerists."

Formed April 1, 1802, under the act of March 16, 1802, from the preceding tyro regiments of Artillerists and Engineers, to consist of five battalions of four companies each. REGIMENT OF LIGHT ARTILLERY.

April 12, 1808, to June 1, 1821.

Organized under the act of April 12, 1808, to consist of ten companies. Capt. Geo. Peter's was the only company of this regiment which, prior to the war of 1812, was at any time equipped as field artillery. It was mounted as such in 1808 and dis- mounted in 1809. When the war of 1812 broke out some of the companies were equipped, and for a short time served as horse artillery, and others as field artillerv. On May 17, 1815, under the act of March 3, 1815, theFifteenth, Twenty-sixth, Thirtieth, Thirty-first, Thirty-fourth, and Forty-fifth Regiments of infantry were ordered to be mustered for consolidation with this regiment. On June 1, 1821, under the act of March 2, 1821, this organization ceased, and the companies were distributed among the present First, Second, Third, and Fourth Regiments of artillery.
